i have problem in unproper shutdown

i have problem in unproper shutdown. After restart it ask
to autoscandisk. in that it gives 30sec to press any key
to avoid scandisk. so there i want to reduce time of 30sec
to 3sec.

There is no "scandisk" in NTx OSs.
If you mean CHKDSK/AUTOCHK then see
chkntfs.exe /?

/T:time Changes the AUTOCHK initiation count down time to the
specified amount of time in seconds. If time is not
specified, displays the current setting.
...

This funcion may be in fsutil.exe for XP (not certain).
