I have never been able to open Outlook, what do I do?

I tried to open Outlook and it tells me my Microsoft Exchange Server is
unavailable (I've never even set one up). I click 'Work Offline' and the
program begins to open. As soon as it begins to open it closes the window and
posts an error message saying 'Cannot start Microsoft Office Outlook. Unable
to open the Outlook window. The set of folders could not be opened.' I have
completely uninstalled and reinstalled Office twice now and I keep getting
the same message. What does this mean and how can I fix it so that I can at
least open the program?

If this doesn't work, please post back. When you do, please include the
following information:

1) Version of Outlook
2) E-mail environment (POP3, Exchange, etc.)
3) Any error messages including error numbers if applicable (also check your
application event viewer)
4) Any troubleshooting you have already done (include if Outlook worked
before, and when it stopped)
