I can't send or receive in Outlook 2003

I had a missing .dll file which caused a problem when Outlook opened, and
that was resolved by the other software company, but that only fixed half the
problem

When I try and send and receive email, I have a cue of messages that were
unable to be sent by OUtlook, which it now tries to send when I click on
send/receive Messages. Then I get and error message for sending the emails.

Error

Task "mail.comcast.net_Sending" reported error (0 X 8004060C) : "unknown
error 0 X 8004060C".

How do I clear out the Que of sending tasks that were unsuccessful, so that
I can see if my OUtlook will work properly again?

Open Outbox and delete them.

I had already tried that. I get an error message:

"The Messaging Interface has encountered an unknown error. If the problem
persists restart Outlook."

I've restarted many times and it doesn't change anything, and when I try to
close Outlook, it lists the original messages in the outbox, and all the
failed attempts to send then, and tries to send them again, and doesn't clear
the outbox.

I have been successful in sending a new message to another account of mine
from Outlook, but it sent 1 message 13 times, when I only asked it to send it
once.

This is the same problem that started in my post here on 12/5/08, which you
responded to. Thanks for you interest Brian. No wonder you are an MVP.

The missing .dll file has been installed, but the problem still persists on
sending and recieving.

Any more ideas.?

I have Outlook 2002, and none of these fixes look like or work as
demonstrated on the pages that this recommendation links to. Fixes 1 and 2 I
already tried, Fix 3 I created a new .PST file folder but can't seem to find
a way to make it the default.

Fix 4 when I download and try to run the .exe file, doesn't look anything
like what is demonstrated in the help page that recommends this solution.
I'm not stupid. It just looks like it.

Outlook 2002 and 2003 are identical in this respect. You can change it
either in the Mail applet in Control Panel with the E-mail Account button,
our you can change it within Outlook by clicking Tools>E-mail Accounts>View
or change existing e-mail accounts>Next and modifying the "Deliver new
e-mail to the following location" drop-down at the lower left. After
changing this value, restart Outlook. If you do this from the Mail applet,
then Outlook would be closed already and will start with the correct
delivery location.
