I can't send or receive emails

I have an error message "Error de conexión con el servidor. Cuenta:
'mail.vtr.net', Servidor: 'mail.vtr.net', Protocolo: POP3, Puerto: 110,
Seguridad (SSL): No, Error de socket: 10061, Número de error: 0x800CCC0E"
I have other computer, same configuration, and I don't have any problems
with this mail count
Any suggestion?
