I can't insert shortcut symbols in Outlook 2003

Please help. I bought a new laptop and Office 2003 was loaded. I previously
used XP. The shortcut keys now changed, ie ê or ë. In the past I just used
Alt136 or Alt137. I figured out how to use it in Word, but it is not working
in Outlook. I am Afrikaans and use these a lot. Can you please tell a studpid
old lady what I must do??

Have you changed the keyboard language to match what you wish to use?

I have been using Shortkeys Lite (http://www.shortkeys.com/lite.htm) for
many years to generate these kind of accented or special characters.
