This usually means that the document contains tracked changes or comments.
Resolving those reviewing elements will prevent the reviewing toolbar from
automatically appearing.
Is tracking turned on? Look for TRK in the status bar. If the file is saved
with tracking turned on, the Reviewing toolbar will appear when the document
is reopened.
