I can't find clip art option in outlook

I have followed the instructions that Microsoft gave to insert clipart into
an Outlook 2003 email, but i can't find the option. I went to insert, then
pictures, but nothing is available to pick clip art. Help!

With Inbox selected, type: Clipart in the help window(right side of Menu bar)
and Enter. In the Search Results Task Pane, click the top link. On the web
site browse the clipart categories of your choice. Check the box of the ones
you want. They will be added to the Selection Basket. Click download link and
then click the Download Now button. In your new message window, insert
clipart from the Clipart Organizer.

wont insert clip art - simply adds it as an attachment, any clues why?
