I cannot go to Control Panel

I might be in the wrong newsgroup. If yes, please advise
the correct one.

1)When I try thru "settings" or "my computer" to go to my
control panel I receive the following message:
Explorer.exe has generated errors and will be closed by
windows. You need to restart the program. An error log has
been created.
1a)How can I go to my control panel?
1b)Where shall I find this error log?
2)I tried to shut the computer and go to the same page via
safe mode but the following message appear: Stop:0x0000001E
(0xC0000005,0x00000000,0x00000000,0x00000000)
KMODE_EΧCEPTION_NOT_HANDLED.
2a) How can I recover access to my safe mode?
Notes ( in case they might be useful): I)I have not
noticed any anomaly in running my applications or working
on line.
II)Few days back I have changed my regional settings and
encoding to GREEK as I wanted to read some subjects on the
internet.
Details of Computer:
Dell computer XPS 1000, cpu 1GHZ Memory:526 RDRAM,OS:
Windows 2000 Professional, Version: 5.0.2195 Service Pack4
build 2195,bios version 06/06/00, Prossessor:x86 Family6
Model 8 stepping 3 Genuine Intel ~ 997GHZ. The hard drive
is only half full.

Please advise on 1a,1b,2a above

A few questions:

Do you have Administrator status on the system?

What happens if you try to get to the control panel through
Start>Settings>Control Panel?

I have administrators status.
I could not access the control panel through
Start>Settings>Control Panel.
I have corrected the problem of accessing my control panel
by reverting my language settings to English (U.K.) by
right clicking the blue square at the right bottom of my
screen that shows the language (EL),going to properties
and changing the "input locales".
The problem that remains is the one refering to Stop
message I described in my original request for help.
