i can not dialout RRAS error 633

I have a RRAS server configured.
I have installed a new modem, it is not dialing out to an ISP

giving error "error 633: the modem (or other connecting device) is already
in use or is not configured proeperly.

what can i don

What is the OS you are using? Have you checked that the modem and its
related drivers are properly installed?
