I am unable to change domain password from client

I am getting error message that "You can not change the password this time
because domain/DOMAIN does not available" but I am able to logon with the
another user name. Plz suggest me the resion & solution for this.

Check that the AD is fully healthy and also fully reachable from
the machine in use. To check AD health use standard techniques
such as running netdiag and dcdiag while logged into each DC.

As Roger said it most likely is an issue that will show up with the use of
the support tools netdiag and dcdiag. Possibly the reason your are able to
logon with another user account us because you are logging on with cached
credentials. Look in the logs of the computer in question via Event Viewer
to see if anything there is shown that may provide a clue. DNS issues are
the number one cause of such problems. The link below explains how DNS must
be setup in an AD domain. A common misconfiguration problem is having an ISP
dns server listed as a preferred dns server for a domain computer. ---
