Hyperlinks Opening New Browser Window Suddenly

FRUSTRATION!! Suddenly, our website opens a new browser window
whenever you click on a hyperlink. This doesn't happen on the home
page, but it does on all other pages. I've tried removing the target=
tag (which I didn't put in in the first place), but it keeps
reappearing. What did I do and how do I fix it? The site is www.neha.org.

Switch to code view and remove this: <base target="_blank">
from the head section of the page that has the problem

I tried that, but can't find any base target tags. I actually tried
to put in a base target=_self tag, but it had no effect. Any other
ideas?
