Hyperlinks broken after publishing from local drive to Web

I'm using Word 2003 and am saving Word files as Single File Web Pages using
the *.mht file format on my hard drive. To publish these files to the Web, I
use these steps: File, Save As Web Page; click My Network Places, and browse to the desired
directory on the server, and click Save.

My pages have hyperlinks to other pages in the same folder. In the browser, the hyperlinks
still reference my hard drive. See the Home and Rates hyperlinks at http://caot.lacc.cc.ca.us/Unit23/Report_117-102.mht. I normally use FrontPage to publish files and FrontPage automatically resolves these issues, but FrontPage doesn't resolve this issue with *.mht pages either.

I found the information about setting a hyperlink base in Word 2003 Help, but it didn't
help either. All comments greatly appreciated.

if the hyperlinks were created in Word, and the files were in the same folder
at that time, then they should be relative. Are you sure the actual LINK is
wrong? The display text won't change, and may look "absolute", but the link
itself may not be?

you saying that when you mouse over the link and look at the status bar or
click the link, the path there may appear to be absolute but it's really
not?

No, that path should reflect the correct one. What I meant was the display
text for the hyperlink in the document.

In this case, and on re-reading your question, I'm thinking the problem may
be
Tools/Options/General/Web Options/Files
There's a checkbox about updating links on save that will actually change
the paths for IncludeText and IncludePicture fields. I've never tested if it
also affects hyperlinks, but it's worth checking. Make sure this is
deactivated, then save again.

OR, save to the folder on your hard-drive, then use Windows Explorer to move
the files.

FWIW, after disabling that option on Cindy's recommendation, I've never had
a problem with hyperlinks, but I continue to have problems with linked
graphics. The change occurs not on saving (because if I FTP the file
immediately upon saving, it arrives at the Web site intact) but open
reopening, and I have not found any way around that. The result is that I am
currently trying to learn how to use FrontPage!

I changed the setting as you suggested and used Windows Explorer to copy the
files over. Now the hyperlink shows up as this:
C:\A5874A32\Report_117-103.mht with an unusual icon next to it in the
address bar. All your help is greatly appreciated. I have no idea what the
letters and numbers before the filename mean, but the links appear to remain
relative in that only the file name appears with no path.

No, but I work with a team of professional software developers who have come
to the conclusion that there is a programming bug for creating relative
hyperlinks with mht files. It isn't possible and after much testing, I
agree. The key to having relative hyperlinks for *.htm Web pages is this:
Tools, Options, General, Web Options: Files tab, uncheck Update links on
save;
