Hyperlink in Header / Footer

I have a hyperlinked image in the footer of a document, but the hyperlink
does not work unless the user is actually viewing the header/footer. (Which I
don't want them to do.) If the user is viewing the main document, the
hyperlink in the footer is not active.

Is there a way to correct this?
