HTTP Error 403 - Forbidden error messages

Hi,
I get the HTTP Error 403 - Forbidden
Internet Explorer every time I want to: dl Microsoft
updates, virus updates from Trend Micro, forms I want to
fill out (i.e. my warranty form for my vacuum and other
stuff).

Can anybody help?
running Windows Explorer 6.0 provided by Verizon (the
updates don't work) on XP.

Sounds like you could have hijacker or other parasites or maybe virus, which
is causing this. So first run full virus scan and then get spyware scanners
(Spybot and Ad-Aware).
