HTML message did not send, please help ??

Dear all,
I am using a ready made template to build my customer contqct information.
when I send a new mail based on that template, the body message gets
displayed properly but when I send it, the message remains for ever in the
out box.

The message format is HTML and I am using client outlook 2003 with exchange
server instqlled under sbs 2003.

Any idea why this message do not go ?
Any setting which prevent it ?

It works perfectly well with normal message.
It fails as soon as I am using an outlook template.

Where can I check if HTML are blocked ?

1) IF you CAN send NON-HTML, your email provider administration may be
blocking HTML emails as a security issue.

2) IF you have this problem for any email, check the settings for your
email Account (start in Tools menu). Get to the "E-mail Accounts"
dialog, use [More Settings...], and look on the "Internet E-mail
Settings" dialog "My outgoing server (SMTP) requires authentication"
setting. Is it checked or unchecked?

Whatever, change the setting. The usual authentication method is to use
your POP3 user/password.

Now go back to the "E-mail Accounts" dialog and use [Test Account
Settings...]
