How to use MSN email acc in Outlook 2003

I am having problems trying to send and receive email via my Outlook 2003
using my msn account. I have upgraded my email to the hotmail plus thinking
that I could use my Outlook 03 program. I have had problems for 2 straight
days now. I have no problems adding the account to the Outlook but when I
try and send a test message, I get an error message. Also when I click on my
newly setup account, it tells me that the service is for paid subscriptions
only. Here is the error message that I continue to get:
sending and receiving reported error 0x80040126. The operation cannot be
performed because the connection to the server is offline.
I have made several phone calls for help....but have received none so far.
Can anyone give me any ideas?

is this an HTTP account or are you trying to use the outlook connector?
Hotmail plus accounts will work with the HTTP protocol. It sounds like they
don't have it provisioned properly - which is odd as HTTP usually work
correctly the first time, outlook live (uses the connector) are the ones
that sometimes fail.

its the http account, or at least that is what I clicked on when I added my
account to OE. Under the email accounts, next to my account name it show
"type" MAPI(default)

Set it up in OE - if it also fails there call them back and tell them it was
not provisioned properly.

Also - if you login online, does it have 2 gb of space or only 250 meg?
