How to update footnote numbering in Word 2007?

I'm going crazy.

I deleted footnote #1 in my doc. Now I want footnote #2 to be #1.

It remains #2 even if I select it (or put my cursor in the footnote) and hit
F9.

I tried deleting footnote #2 and re-adding it, now it's footnote #3. Gaah.

Can someone please explain to me what I'm doing wrong? This is incredibly
frustrating.

Have you tried refreshing the whole document?
Ctrl+A, F9

possibly, TrackedChanges is active in your document? That accounts for
all sorts of "weird" things happening to numbered items as long as there
are unresolved changes especially to such items.
