How to unblock this site?

There is only one website that I think is blocked on my
computer. The website can be viewed by any other computer
hooked up to the same modem and to the same cable outlet.
I don't have any firewall softwares installed. I
uninstalled Mcafee and removed all its files from the
registry. I can't ping this website either. When I ping
it gives me the following response:
ping www.aljazeera.net

Pinging wa9g1.services.icdsatt.net
[c78:d13::500:500:1:c00] with 32 bytes of dat
a:

Destination protocol unreachable.
Destination protocol unreachable.
Destination protocol unreachable.
Destination protocol unreachable.

Ping statistics for c78:d13::500:500:1:c00:
Packets: Sent = 4, Received = 0, Lost = 4 (100% loss),

I looked up the ip address for this website and I found
it to be 12.120.9.19. When I type it in the address bar
for IE I get this message:
Information Alert
Status : 300 Multiple Choices
Description : Your request could not be processed for
this multi-homed web site because no host header was
present that identifies which host to access

When I type the address itself it gives me: This page
cannot be displayed.

When I try to ping the ip address itself I get timed out.

Does anybody know how to unblock this website?

It could be that your Internet Service Provider does not support that
site on its server, this is doubtful but possible.

Could you try a tracert instead of a ping?
Somehow I think that you are getting an IP6 address
instead of a normal IP address! I'm not sure how that
would happen. You might get a better answer in a NG
which specializes in networking for your OS.

Also if you have nslookup let's see what it says.
(I notice that you also posted in an XP NG so if your OS
is XP you should be able to just open up a command window
and enter:
nslookup www.aljazeera.net
)

FWIW here is what I get when I do that:

Now, if the address which nslookup returns is significantly
different from the address which ping and tracert are using
that implies that an override to the lookup is being done by
your HOSTS file (or your dnscache). To eliminate that override
you can either edit it out of HOSTS or rename or delete HOSTS.
If you do change HOSTS you should also flush the dnscache:
ipconfig /flushdns

If there was a discrepancy and you weren't aware of it, it was
probably inserted by malware. So you had better do a scan
for spyware and bad BHO to make sure it doesn't come back.
