How to tell what is accessing the hard disk

Is there a way to tell which process(es) are accessing the hard disk?

This wouldn't be the same as Task Manager which is just a list of
processes.

Task Manager Performance Tab has a Resource Monitor Selection in which is a
Disks Drop-Down

I'd go for Process Explorer:
http://technet.microsoft.com/en-us/sysinternals/default.aspx

You'll have to add the columns to monitor the type of disk activity
you are interested in.
