How to stop Windows mail from blocking legitimate emails?

i have added the "from address, to Safe Sender List", and also added the
"Domain to the Safe Senders List", checked that they are not in "Blocked
Sender List", but still are being blocked.
these 3 are the main email address's/domains i would like to "UN-BLOCK".
help..

Are they being sent to your Junk E-mail folder,or just never arriving
on your machine? In the latter case, the block may not be on your
machine at all, and you'll have to talk to your email provider
(who is probably also your internet provider) about removing the
block, instead of trying to do it yourself.

Another thing to check - if your email provider provides a webmail
interface, try using it instead of Windows Mail to search for more
options on any filtering you can do before the email reaches your
machine, and if the webmail interface has any equivalent of a Junk
E-mail folder that is not getting sent to your machine.

Define what you mean by "being blocked".
Perhaps you mean those emails go into the Junk E-mail folder.
I have had this happen occasionally even in the newer Windows Live Mail.
Apparently WM/WLM internal Spam rules sometimes decide that the
apparent 'spamminess' of an email trumps the fact that the sender is on
the Safe Senders list. After all, a From address can be spoofed.

All emails from these(fairly sure not spammers, etc, and are legit) address
go directly to my "Junk Mail Folder", and
i have to either "UnBlock" or click "Not Junk Mail" to get them to my
"Inbox".
I have tried everything I can think of, with no help.. I receive a LOT of
newsletter emails, etc, and these are the only ones that I have problem with??
I have another system with XP, Outlook 2003, and/or Outlook Express on
network, and also my , laptop with XP, and OL2003, and OE, with no problem
receiving these emails?? So I don't beleive it has anything to do with my ISP
or Webmail, etc.. just something with Vista's Windows Mail Junk Mail setting.

You can try reducing the Junk E-mail setting to Low, if you haven't
already done so. Also, make sure all your correspondents are either
in your Contacts or on the Safe Senders list, and not on the Blocked
Senders list (by mistake). Also, the setting "Also trust e-mail from my
Windows Contacts" should be checked.
If this still does not solve the problem, turn the Junk E-mail filter off
("No Automatic Filtering"). You would then have to rely on the spam
filtering on your mail provider's site.

I have the same problem with Windows Mail, I've turned "No Automatic
Filtering" on, but I still get mail in the junk mail folder, even from people
in my contacts AND in the safe sender list.

BTW, this was a clean install of Vista, but I did use the File Tranfer
Wizzard to move stuff from my XP drive. Just a thought.

Make sure none of your desired correspondents are on the Blocked
Senders list. It overrides everything else.
If that was not the case, then I don't know what could cause that.
You can always upgrade to the less buggy Windows Live Mail:
