how to startup outlook in a public folder

I couldn't find a way to startup outlook in a public folder, nor could I find any of the startup command parameters to point to a public contacts folder.
Would someone help me with what script would work in this case that can be used to start outlook express with that would run and open the public contacts folder at startup.

Outlook Express cannot access Exchange's public folders at all.
