How to speed up XP first login?

We are trying to speed up the XP login for a user who does not yet have a
cached local profile. These are XP kiosk type PCs in an AD 2003 domain and
require quick (<3 seconds) access to the desktop (healthcare critical care
type usage). Currently, user's who have previously logged into a specific
PC might have a cached profile, in which case the login is very fast (2
seconds) but users who have never logged into the same PC experience 15 to
20 second delays. I will entertain all possible options even if unorthodox.

I think the easiest thing would be to do the following:

Generic login for all 'emergency situations' with a mandatory profile
(That way in an emergency it looks the same to everyone, everytime.
This can be done by changeing the ntuser.dat file to ntuser.man).
Everyone would know in case of emergency you log in with username
'emergency', password 'help911'. If you are worried about security I
would change the password very frequently. Set the username to only
have the ability to log into the 'emergency' computer, that way user
would not log into that username on their regular computer. The only
draw back to this would be you wouldn't really know who logged in under
the emergency username.
