How to solve "Outlook could not create the work file. Check tmp?

Vista Business / Outlook 2007
I can't get rid of the above error even after reinstall. My temp is:

C:\Users\Jona>echo %temp%
C:\Users\Jona\APPDATA\LOCAL\TEMP

C:\Users\Jona>echo %tmp%
C:\Users\Jona\APPDATA\LOCAL\TEMP

C:\Users\Jona

as an FYI, reinstall rarely helps... use Office diagnostics instead (detect
and repair in older versions)
