How to send attachments only to those in To: field, not to Cc:

I frequently send mails with large attachments to certain suppliers and copy
our project managers and purchasers in. Our people do not need to
receive/open these attachments as they have access to them in our database
(but it would be nice to see the file names in the e-mail). Is there a
function to send the attachments only to those in the To: field and not to
those in the Cc: field ? Outlook 2003

I don't think you can do that. Every recipient gets the same message.
