How to send a contact as an attachment

I am running Outlook 2000 (Corp/Workgroup) on Exchange 2000. If I send a
msg. to which I've attached a contact to someone outside my organization,
i.e., over the Internet, they receive the msg. with the attachment
"file.txt", and the content is blank. Is this normal behavior when sending
to a non-Exchange recipient? Here are the specifics:

1. Compose new message
2. From the menu, select Insert -- Item, then select a contact record.
This is then inserted in the message as an attachment.
3. Send the msg.

If is send to an internal recipient (on my server), all is OK.
