How to save photoshop files for Templates

I would like to create a template from scratch using photoshop or
illustrator. How do I go from a .jpg to a .pot? I'm using PP 2003. Within
PP, I've tried format>slide design, then browse? What am I missing?

Depends what you want to do with your images. You have to do it all from the
View Master, slide Master Make your changes then save as a Template file.
Keeping in mind that you can not do diddly with placeholders other than
change the font/font size.

After saving the image in photoshop,
Open up PowerPoint, then select View > Master > Slide Master.
In the slide master, click Format > Background.
Click on the dropdown and select Fill Effects.
Click on the Picture tab, then insert the picture from there.
Once you are done with it, close Master View.
Click File > Save As.
Click on the Save as type dropdown field, and select Design Template (.pot).
