how to reset the registry without reformating

How do i reset the registry on win2000, I don't want to
loose my files, my problem right now is that the system
local policy are not allowing me to log on. I believe the
user and administrators selection have been deleted from
the local sys policy , log on locally option. How can i
fix this problem. thank you in advance, in other word how
do i reset to default settings of the HKEY_LOCAL_MACHINE
hive, keeping in mind i can't log in.

thanks hindy but that doesn't apply because all users and
administrator have been unchecked under log on locally,
basically i can't log in with any account, the accounts
are still there put the policy prevents from being log on
to. the only solution that i can think of is reseting my
registry without reformating.
