how to repair a corrupted db while couldn't get into the db

When I tried to open my Access 97 database under Win98, I
got an 'illegal operation' message. If I click
the 'detail' button to see the error message, it
said 'MSACCESS caused an invalid page fault in module
MSJET35.DLL at 0167:7a847f34.', and then kicked me out.
It also created a 'Microsoft Access Record-Locking
information' file with zero KB.

I downloaded 'JET35SP3.EXE', but it didn't help to either
get into this database or repair it.

How can I repair this database while I couldn't even get
into it?

The best way to repair it is to restore from your backup. You may also be
able to create a new file and import the objects from the old one. You may
want to do this one object at a time until you know which one is causing the
problem, you may need to remake that object.
