How to remove taskbar notifications...

command listed is not exactly the same as the name of the
notification.

Also, after adding hardware in XP Home Edition I now have
a "Safely Remove HW" notifcation that I cannot remove via
msconfig. I have tried to disable each command but this
continues to be displayed (or hidden based on me changing
the "behavior".

Yes, they can be removed but it requires tweaking the
Registry (a dangerous endeavor if you don't know what you
are doing). WinXP limits entries to 21 items, so
eventually they will be replaced with other entries. You
can go to the below website, click "N" and scroll down
to "Notification Area - Remove Past Icons":
