How to remove Control Panel from All Programs in start menu

I am unable to permanently remove or rename an entry for Control Panel
from the All Programs list. The entry is in the top of the All Programs
list and has some kind of long ID string in brackets following Control
Panel. This causes the entire program list to be more than twice as
wide as it would if that entry were not there or the long ID could be
removed. I can delete it or rename it, but it reappears with the long
ID string after restarting the machine.

I am not an expert here but I suggest you search for all users (I mean
all users, not "All users") in "Documents and settings" with your
favorite file utility (or Explorer) until you find and delete every
offending entry in the Start Menu. If this does not take care of the
problem, as I suspect, it means that a program launches automatically on
starting Windows creates the entry. Check MSconfig for such entries,
eliminating them one by one if you are unsure which one causes the problem.

I am of course assuming you checked your machine for viruses and pests.
