How to recover archive data?

Archived my MS Office Outlook info. Had to reformat my HD and reinstall all
my software. Was able to copy the folder that I archived to before I began,
now I can not recover the data using the three methods recommended in HELP?
What can I do next?

You need to make sure your .PST file is on your hard drive (not on a CD) and
is not marked read-only before you try to open it. Also, the command to open
a .PST for Outlook 2002 and 2003 is File | Open | Outlook Data File.
