How to prevent running Skype with GP

We have a W2k domain. I want to prevent users from running Skype or any
other unwanted program. Is it possible to prevent users from running an
executable file with Group Policy? For example: dont allow skype.exe
etc.

Yes: Short answer: Software Restriction Policies of the GPO.
