How to make custom shutdown message

Windows XP Professional v. 5.1.2600, Dell Dimension 4600C, P4

We have an application on our network where one of the workstations
(described above) is the server for four other workstations that run the
application as clients (the software manufacturer's installation
instructions specifically said to use a workstation as the application
server and not to load the application on the network server).

I would like to have a message pop up whenever a user tries to shut down or
restart this workstation that asks them to check if somebody is running the
application as a client from another workstation. The message box should pop
up immediately before windows performs any shutdown procedures, and should
have a cancel-the-shutdown button and a continue-the-shutdown button.

Or, I would like the workstation itself to check this out and, if it finds
that the application is being used by a client, display a warning message to
that effect, again giving the user the option to continue or not continue
the shutdown.

Network server is running Windows 2003 Server, other workstations on the
network are a mix of Windows XP Professional and Windows 2000 Professional.

I'd appreciate any help on how to do this or directions to where I can find
out.

just remove the ability of the users to shutdown or restart the computer you
can do this easily through the security policy. many paces do not want
users turning the computer off as they do updates at night if the computer
is off no updates. You can still turn the computer off or restart by
logging off and pressing the power button the computer should then do a
normal shutdown.
