How to make a folder open when cursor hovers...

On several computers using various OS's, I've found a
utility or built-in function that opens a folder (or
loads an application) when the cursor hovers over the
appropriate icon for a selectable period.

Can that be done in Vista? If no, is there a third party
utility to do it?

thanks

go to control panel in the upper left hand corner click "classic view" then
mouse and change the settings to what you want them to be, it depends what
device you have as to what the settings will be, but try changing the click
speed to slower or if there is an option to single click or double click to
open folders/programs change that. You may also be able to access the
settings by right clicking the icon for your device in the task bar>pointing
device properties(that's what mine is)
