How to lock the user desktop layout?

I desperately need software to lock the resolution, wallpaper,
screensaver, icons and layout for builtin/user desktop in XP Home SP1.

It must prevent deletion and addition of icons, and maintain the
arrangement that the administrator sets.

Group Policies allow you to do this.

Hello: Try:

Start > Run > gpedit.msc

you should be able to customize them from there.
