how to limit overall cpu usage

Sometimes some weird application causes my processor to run at full
power, which results in crashing my (laptop) computer, if the 100%
usage continues for about 10-20 seconds. This has noting to do with my
software, but I want to keep my computer and find a work-around.

I'm using BES (Battle Encoder Shirase) now, in a way of starting an
application and hurry-hurry as fast as possible to limit the processes
of that application.

But sometimes, like when using my printer, some application (for
example an installer or Media Player) which start eating up the CPU
right away, or something uncontrollable still manages to claw his
tentacles around my processor and drinks all life away from it.

Now, maybe someone knows, maybe some secret, well-hidden over the
ages, _some_ program, to radically quiet down everything which
posesses my computer, does exist in the caves of the internet?

XP is a true multi-tasking operating system, it can cope with processes
running at 100% cpu. One or two processes running flat out for any length of
time should not cause your laptop to crash (although it may make everything
else crawl).

If you know a process is running at 100% and slowing everything else down
then you could lower its priority. That will allow other things to get the
cpu first. I don't know anything that will do this for you automatically,
but you could use taskmgr (or Process Explorer - download from Microsoft) to
keep an eye on which processes grab your cpu and then manually reduce their
priority (right click the process in taskmgr or Process Explorer and you get
the option to change its priority).

If you look at the "start" command (its a command-line command) you could
use that to start BES with a lower priority than everything else. Whilst
that won't stop it from using 100% of the CPU (assuming it does) it will
allow other things to get in and use the CPU even when its running flat out.

I know this isn't quite what you are after but I hope it helps.
