how to leave logon banner alway on, not switching to displaying "press ctrl+alt+

Hi all,
I would like to configure winxp pro to have the security
warning logon banner on always, without toggling
to "press ctrl+alt+del to logon". Anyone knows how to do
it?
Normally, the logon banner will display for a while and
after certain time, it will be replaced with the
message "press ctrl+alt+del to logon"... But that's not
the way I need.
Your help is appreciated!

Rename the file logon.scr in the windows system32 folder.

Thanks but the proposed method does not work as windows
xp re-creates the file after it's renamed or deleted.
Any other suggestion?

XP does not recreate the file.
