How to install .msi file as Startup script via group policy.

I would like to install Flash/Shockwave .msi with a silent install at
Startup on all my client machines. I wrote a script to attempt this. It
appears to be installing without intervention and with System rights to
avoid users needing Administrative rights. But when I try to open a webpage
with Flash/Shockwave needed, it still does not appear to be available.

Any suggestions, please.
