how to get rid of Email-Worm.Win32.Brontok.q

My laptop is infected with Email-Worm.Win32.Brontok.q
It has following effects on the computer
I can not perform "regedit"
"Option" command under "tools" in the Internet Explorer is gone
Many times I can not shut down properly
and there are many other problems.

Kaspersky find about 1900 of them and deleted about 100 of them.
BitDefender was not of much help.
I was unable to install Norton UtiVirus, I think due to above-
mentioned virus interference.

Also Kaspesky found a virus in the following place:
C:\Windows\system32\username's setting.scr infected:win32.Brontoq!
Gen@mm

I am in desparate condition and don't know what to do?
Any comment is highly appreciated.

Looks like you need to do this in Safe Mode.

Kaspersky find about 1900 of them

If you have that many issues, it's time to flatten the system and
reinstall everything from scratch.
