How to get mailto: links to work?

Using Windows2000 SP3 my
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\mailto\shell\open\command is set to
rundll32.exe url.dll,MailToProtocolHandler %l but I can't find anywhere to set
MailToProtocolHandler and when I click on a mailto link I get the message
"Cannot send mail. No program is set up to send mail using Internet shortcuts."

Where is this set up? How can I get mailto: links to work?

In general the easiest way is to set one (and only one) e-mail client
on the system as the "Default e-mail client".

Otherwise more information about all the e-mail clients on the system
should be provided perhaps.

Yes. I found that if I replaced the above registry setting with a direct call to
the mail application ("E:\Program Files\Outlook Express\msimn.exe" /mailurl:%1)
things worked for Outlook Express. I would like to get it to work with Mozilla
however but now get to the point where it brings up the application compose
window successfully but doesn't put the link address in the right place.

So its probably a Mozilla problem and I'll look there for the answer.
