How to get file info/properties?

How to get file information/properties stored in audio file (format .AMR,
used in speech coding) when I have no corresponding program that can open
this file? I need get basic info: sample rate (kHz), bitrate (kbit/s),
audio sample size (bit), channels.
Is it possible read this simple info with some scripting? (vbscript)

3GP-Player 2007 can open them (Plus great command-line interface as well as
a graphical one)
It ca also open many other types of video / audio files that are normally
played on mobile devices.

Although, it can't do the 'display bit rate in file's properties' thing - it
CAN play the .amr files.
