How to enable active desktop

My WinXP SP2 laptop no longer provides right-click properties on the
desktop. It appears that active desktop is not "on". How do I re-enable
active desktop?

Explorer]
Value Name: NoViewContextMenu
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disabled, 1 = enabled)
