how to enable a disabled task manager

Hello,
Somehow my task manager has become disabled. I have run
virus scanners but they find nothing. I tried to go into
the registry to set the disable key to 0 which is
supposed to disable the disable which should enable the
task manager but it doesn't work. When I do ctrl-alt-
delete I get "Task manager has been disabled by the
system administrator". When I right click on the task
bar it shows the task manager disabled. I am running
Windows XP home. Any suggestions?
