Is it possible to create a 'toolbar' in XP that displays an entire folder
'tree' ???

Right click on the taskbar and choose Toolbars | New Toolbar.
In the popup navigate to the folder you want and choose it.
It will appear on the taskbar but you can drag it to any edge of the screen.
Then I suggest right clicking it and selecting Always on Top and AutoHide.
