How to Disable System32 File At Start-UP ?

The file shows in the beginning of the start up process, I can I prevent this
from happening?

For Dell PCs, here is a patch from Dell Inc:

This webpatch is to resolve the Audigy 2 "Welcome Menu" issue. This is seen
when the "Welcome Menu" is accessed, and the system is rebooted. Windows
Explorer will automatically launch and point to the "winnt\system32" folder.

Addendum
------------

If you're using a starutp manager tool like Autoruns, locate and delete the
following entry.

Name: SB Audigy 2 Startup Menu
Type: REG_SZ
Data: /L:ENG
