how to create new user in win2000

Hi,
How can I create a new user in win2000 adv server?
I've tried to create a user in active directory, but then after I log off
and logon again with another user, there's a message pop up and say
something like, "local policy doesn't allow this user to logon
interactively." So... what should I do? Thx.

You need to allow the user to logon locally, you do this in the Local Group
Policy.
