How to change Security Settings in Office 2007 AND keep them chang

I have been trying to figure this out for months. Whenever I go into any
program of the Office 2007 Pro+ Suite, the Macro-ActiveX-etc. Trust Center
settings are at the Default state. I customize them as I want them, but once
I exit the program I was working in, and later open the program up again (it
does not matter how long after I've exited a program), whammo, the program's
Trust Center settings for Macro-ActiveX-etc., are right back to the Default
state. In effect, my customizations, do not "stick". Yes, I have repeatedly
checked my system for viruses, trojans, malware, etc. ... no dice. I've even
thought that maybe my security software, Windows OneCare (latest version),
might be the silent-hidden culprit, but OneCare folks tell me this isn't the
case. Anyone else experiencing this? Any suggestions? Thanks in advance!

Are you on a corporate network? If so, your admin may be enforcing policies.

If not, when you close outlook verify in Task Manager, Processes tab a few
minutes that outlook is closed. Not all settings are saved until outlook
closes completely. If it still running see
http://www.slipstick.com/problems/close.asp to get some ideas why it's left
running.
