how to change security level for opening attachments (pics)?

Is there a way to open picture attachments without getting the warning
message? It is a hassle to have to change the default on the warning from
saving it to opening it. Even if the take the check out of the box "Always
Ask", it still goes back to the warning default. I get a lot of messages with
photos attached and it is too time consuming to have to deal with this each
time.

By default Outlook doesn't display any security warning for picture
attachments.
