How to change page titles in Fusion-development website?

We converted our NetObject Fusion-developed website to FrontPage 2003 about
one year ago. I would like to change some of the page titles and pull-down
menu buttons but FrontPage looks at each of these as an individual graphic.
Therefore, I am not able to make any changes. But it needs to be done! Does
anyone have any ideas?

Change Page titles :

Page Properties> the second field down called "Title" - enter the page title
there.

I've already done that but it doesn't change the title on the page. I've
tried changing the coding too. The problem is that Fusion has made these page
titles (and the pull down menu buttons) as a graphic which "stands alone". I
think FrontPage looks at them the same as if they were clipart that can't be
edited. So ... somehow I have to recreate that graphic, which I'm not able to
do. I don't want to redo the entire website!

Any other ideas?
