how to change mouse cursor on web page visit

i would like my customers to have a different mouse pointer or cursor when
they come to my web page how may i get it to change for the whole page until
they leave i am using frontpage 2003
 
Why would you want to do that?

Don't you think it would be confusing changing the way something usually
works to an unexpected behavior?

Don't waste your time. It would require people to download and install your
cursor file - who is going to do that?
